### Introduction

Ireland's climate transition will be delivered primarily through infrastructure. Renewable energy, energy efficiency, active travel, electric vehicle charging, flood resilience, sustainable drainage and the renewal of public buildings will shape how communities live, how they move and how they access essential services in the years ahead. These projects are central to a lower-carbon economy, but they also introduce new design, construction, operational and liability considerations that must be understood and managed.

Insurance has an important role in enabling this transition. It can provide financial protection when things go wrong, but its wider value lies in helping organisations identify risk earlier, strengthen resilience, and make informed decisions as projects move from concept to delivery. For IPB Insurance, this means working closely with our Members to anticipate evolving needs and support the safe, practical delivery of sustainable public and community infrastructure.

 

### A mutual perspective on long-term change

IPB's founding purpose is to safeguard and protect the insurable interests of our Members, customers and communities. As a mutual insurer, our relationship with Members is built on more than a century of trust, collaboration, and shared purpose. As we celebrate our centenary, we remain committed to working in partnership with Members to anticipate emerging risks, strengthen resilience, and support the delivery of safer, more sustainable communities. We do not simply respond after an event. We seek to understand the challenges and opportunities our Members face and to develop relevant insurance, risk management and advisory supports around them.

 

That approach matters in the climate transition because many public bodies are at the center of delivery. Local authorities and other public and community-serving organisations are progressing climate action plans, upgrading buildings, investing in active travel, expanding EV charging infrastructure, and adapting public spaces and services to changing weather patterns. Their ability to deliver these measures safely and effectively will influence Ireland's wider resilience.

 

Sustainability has always been part of what we do, and it was formalised into a strategy firstly in 2022 culminating in our third one in 2026. IPB's Sustainability Strategy 2026-2029 embeds this role across our insurance activities, investments, operations and culture. It is focused on practical action, including supporting resilient, low-carbon communities and working with Members and customers on their sustainability and decarbonisation ambitions. We are currently developing our first Climate Transition Plan and it is intended to translate our net zero ambition into actions, milestones, governance arrangements and measurable progress across our operations, investments, underwriting influence and engagement with Members.

 

### From responding to risk to anticipating need

The infrastructure required for the transition is changing the risk landscape. New technologies, materials and delivery models can create unfamiliar exposures. Existing roads, buildings and public spaces may also need to perform differently as they are adapted for lower-carbon use and increasingly severe weather conditions.

 

For IPB, the task is not to stand in the way of innovation but to help provide insurance to enable these innovations to take place. We ensure that innovation is underpinned by good governance, robust design principles, quality construction practices, and clearly defined responsibilities. This requires early engagement and a willingness to learn from Members, technical experts and projects already underway.

 

IPB engages with the local government sector through Member Sustainability Forums and other technical and Member-facing channels. These forums help us understand emerging priorities, assess potential product or service enhancements and identify where practical guidance could support the sector. Member feedback is essential because it allows us to anticipate needs rather than wait for emerging risks to develop into established claims trends.

### Supporting public realm infrastructure through practical risk guidance

Public realm infrastructure shows how climate action, accessibility, safety and long-term asset management increasingly intersect. Streets, paths, cycleways, drainage features and civic spaces must support new patterns of movement while remaining safe, inclusive and resilient throughout their lifecycle.

IPB's Engineering Risk Advisory work supports Members with practical guidance on these issues. Recent areas of focus include accessibility and usability in the built environment, remediation of natural stone public realm surfaces, and sustainable urban drainage systems (SuDS), including nature-based solutions.

 

Recognising the role of designers and contractors in the design and construction phase, this guidance is intended to help Members consider risk before the design stage, apply suitable construction standards and plan for effective inspection and maintenance.

 

The work on public realm surface remediation provides a useful example. Where natural stone has lost slip resistance, appropriate surface treatment can restore performance and extend the life of the existing material, avoiding unnecessary replacement where conditions allow. This can support safety, asset longevity, and more efficient use of resources.

Sustainable urban drainage systems also demonstrate the need for a balanced approach. These assets can contribute to flood risk reduction, water quality, biodiversity, and public amenity. Their benefits are strongest when they are supported by risk assessment, good design, quality construction, clear ownership, and long-term maintenance planning. Our role is to help Members consider these factors so that nature-based and engineered solutions can deliver value safely over time.

### Enabling energy and decarbonisation projects

Energy infrastructure is another important area of opportunity and change. Public bodies, education providers, community organisations and regional energy agencies are helping to deliver renewable energy, building retrofit and energy efficiency programs. As these activities expand, organisations need insurers that understand both their sustainability objectives and the risks associated with delivery.

 

IPB is exploring ways to strengthen collaboration with energy agencies and other organisations advancing climate action at local and regional levels. Their technical expertise, project knowledge and relationships with public bodies can complement IPB's insurance insight, risk management capability, and trusted Member relationships. Collaboration can help identify common issues earlier and support more consistent approaches to risk across projects.

 

There is also a strong connection between energy efficiency and resilience. Upgrading public and community buildings can reduce emissions and operating costs while improving comfort and performance. However, retrofit decisions can affect fire safety, water damage risk, construction interfaces, building operation and maintenance. Effective risk management begins long before construction starts. By availing of IPB risk advisory and contract advisory support services at the earliest stages of planning and design, Members can improve resilience, reduce avoidable exposures and support better project outcomes.

 

### Insurance as an enabler of responsible innovation

Climate transition needs innovation, but it also needs confidence. Public bodies must be able to introduce new infrastructure and services with a clear understanding of liabilities, controls and insurance implications. IPB has supported Members in examining issues such as electric vehicle charging arrangements, recycled materials in road projects, active travel infrastructure, and climate resilience measures.

 

This support can take different forms. It may involve clarifying how an initiative sits within existing cover, identifying responsibilities between project participants, sharing lessons from similar projects, or developing targeted risk management guidance. In some cases, it may lead to an enhancement in insurance cover or a new service proposition. The common objective is to make sustainable action more practical and to avoid uncertainty becoming a barrier to progress.

 

### A transition built on partnership

No single organisation can insure, finance or deliver the climate transition alone. Progress depends on partnership between government, public bodies, communities, technical experts, energy agencies, contractors, investors and insurers. Each brings a different perspective, and each needs to understand how its decisions affect the whole lifecycle of an asset or service.

For IPB, partnership begins with listening to Members. Their experience helps us understand where risk guidance is needed, where existing products may need to evolve and where the insurance sector can support responsible innovation. It also helps us target our own transition planning and sustainability activity toward areas where we can have practical influence.

 

Ireland's energy and infrastructure transition will create new risks, but it will also create opportunities to build safer, more resilient and more sustainable communities. Insurance can provide protection, insight and confidence throughout that transition. By combining long-term Member relationships with technical risk expertise, IPB aims to help ensure that new and renewed infrastructure supports communities safely and sustainably over the long term.
