As Ireland invests in housing, energy and essential infrastructure, reliable supply chains, local manufacturing and innovation will be key to delivering projects at pace. In this thought leadership piece, Conor Manning, Managing Director of [Pipelife Ireland](https://www.pipelife.ie/), shares his perspective on the challenges facing the sector and how collaboration, technology and sustainability can help shape Ireland’s infrastructure for the future.

---

### 1. What are the biggest priorities for building a more resilient infrastructure supply chain in Ireland?

The first priority is greater certainty about what is actually going to be built, and when. As an Irish manufacturer and provider of integrated systems and solutions for housing, water, wastewater, heating and electricity infrastructure, we have to make decisions well in advance about raw materials, production capacity, stock and people. A clearer, more dependable project pipeline would help us make those decisions with confidence.

The second is maintaining and investing in a strong manufacturing base in Ireland. We saw during recent years how quickly international supply chains can be disrupted. Local manufacturing cannot remove every risk — we still source raw materials internationally — but it gives customers a supplier that can respond, adjust production and work directly with them when priorities change. There is also an important sustainability benefit. Manufacturing closer to the market can reduce the distances finished products need to travel, helping to lower transport-related carbon emissions and contributing to a more sustainable supply chain.

Finally, resilience needs to be considered when projects are specified and procured. Product quality, availability, technical support and the ability to deliver consistently matter just as much as the initial purchase price.

### 2. What are the biggest challenges to delivering Ireland’s infrastructure at pace?

From our perspective, the challenge is not a lack of identified need. We all know Ireland requires more housing, stronger water and wastewater networks and major investment in electricity infrastructure. The difficulty is turning that need into projects on the ground at a consistent pace.

Housing is a good example. A development cannot progress without the water, wastewater and electricity connections to support it. Delays in one part of that chain affect the entire project. Planning, approvals, skills and coordination between the different bodies all play a role.

For Pipelife, inconsistent project timing also makes it harder to plan production and inventory. We can invest in machinery and build capacity, but a stop-start pipeline creates unnecessary cost throughout the supply chain. Better sequencing and clearer delivery programmes would help both infrastructure providers and the businesses supporting them.

### 3. What trends are you seeing, and how are they influencing what customers want?

Customers increasingly want more than individual products. They need dependable availability, integrated systems, technical advice and solutions that are straightforward to install and help them complete projects more efficiently.

We see that in our core pipe and ducting markets, where contractors need reliable supply to keep sites moving. We also see it in building services. As apartments become a more important part of housing delivery, the space available for heating and other services becomes a practical design challenge. That has influenced our development of heat-pump solutions for apartment developments. It is a good example of how we are moving beyond individual components to address the design, installation and performance needs of a complete system.

Sustainability is also becoming much more practical for customers. They increasingly want to understand the carbon footprint of the products they specify, how responsibly materials are used and how those products will perform over their lifetime.

At Pipelife, we are investing in Environmental Product Declarations (EPDs), which will provide customers with independently verified information on the environmental impact of our products, including their embodied carbon. This will help architects, engineers and contractors make more informed product choices and better understand the carbon footprint of their projects.

We are also investing in Building Information Modelling (BIM) and Product Information Management (PIM), making accurate technical and product information more accessible to designers and specifiers. This will help customers select the right products earlier in the design process, improve coordination and reduce the risk of errors, waste and rework during construction.

Alongside this, we are making targeted investments in our manufacturing operations, including adapting our production processes to incorporate multilayer co-extrusion technology. This enables us to maximise the use of recycled PVC in suitable product ranges, where design and technical specifications permit, without compromising quality, performance or durability. This investment is central to our commitment to the circular economy, allowing us to reuse valuable materials, reduce our dependence on virgin raw materials and minimise waste. Importantly, our ambition is to reduce the carbon footprint of our products, helping customers deliver more sustainable construction and infrastructure projects while maintaining the long service life they expect.

Our ambition is to be recognised as much more than a manufacturer of pipes and fittings. We want to be a trusted systems and solutions provider, combining innovative products, technical expertise, design support and dependable service to help customers deliver projects more efficiently and sustainably.

That requires us to think differently about our business. Rather than simply manufacturing products and finding customers for them, we increasingly start by understanding the challenges our customers face and developing solutions around those needs. I often describe this as moving from a manufacturing company that sells to a sales company that manufactures.

### 4. How can innovation and technology improve infrastructure efficiency, sustainability and resilience?

Innovation is central to how we are investing for the future, both in the systems we offer customers and in how we manufacture them. A lot of valuable innovation is quite practical. In our Cork factory, improving line performance can mean more pipe produced from the same equipment, less material waste and more reliable availability for customers. Using equipment more efficiently can also reduce energy consumption and the carbon footprint per unit produced, where those improvements are demonstrated in practice. We have been investing in production improvements, including work on our PVC ducting and sewer-pipe capacity, because those products support essential infrastructure projects. For customers, better efficiency means a more dependable supply chain; for the wider community, it means making better use of energy and resources.

We are investing in and adapting our manufacturing processes to incorporate multilayer co-extrusion technology. This allows us to increase the use of recycled PVC in selected product ranges, where the product design, applicable standards and technical specifications permit. By using recycled material in appropriate layers, we aim to reduce reliance on virgin raw materials, keep valuable PVC in circulation and reduce the carbon footprint of our products where lifecycle evidence supports that benefit. Crucially, the finished product must continue to meet the same quality, strength, durability and performance requirements. For customers and end users, the goal is more resource-efficient infrastructure with the reliability and long service life they expect.

Innovation for us extends well beyond manufacturing technology. It includes how we design and develop integrated systems, how we support architects and engineers through BIM and digital product information, and how we help contractors improve installation efficiency. Our objective is to make it easier for customers to design, specify and install the right solutions while reducing waste, unnecessary costs and environmental impact. Our investment in Environmental Product Declarations, BIM and product information systems is another part of that innovation. It will help customers understand environmental impacts, access reliable product data and make informed design and specification decisions. There is an opportunity beyond the factory too. Better product design, technical engagement and systems that are simpler to install can reduce time on site, avoid rework and limit wasted materials and additional deliveries. That can lower project costs and potentially reduce construction-related emissions and disruption to communities. To me, innovation is worthwhile when it produces a measurable improvement for the customer, the environment or the infrastructure asset over its working life.

### 5. What does Guaranteed Irish membership and supporting Irish jobs mean to Pipelife?

It matters because we are committed to keeping advanced manufacturing, product expertise and skilled employment in Ireland. Irish manufacturing is a real part of our business, not just a label. Our manufacturing operation is based in Cork, and we also serve the market through our distribution operations in Dublin and Belfast. Across the business we employ more than 200 people.

There is a strong local history behind [Pipelife Ireland](https://www.pipelife.ie/). Quality Plastics and Cork Plastics were both established Irish businesses before becoming part of Pipelife. We are now part of an international group, which brings access to investment and expertise, but the manufacturing skills, employment and day-to-day decisions to serve Irish customers remain rooted here.

When we invest in a production line in Cork, we are supporting skilled jobs and the network of local contractors, transport providers and service businesses around us. Guaranteed Irish is a good reflection of that commitment. It is also important that customers know there is a manufacturing team in Ireland standing behind the products they buy.

Local manufacturing can offer practical advantages too: closer technical engagement, the ability to respond to changing requirements and potentially shorter transport routes for Irish customers. Those factors can support more efficient deliveries and help reduce transport-related emissions, depending on the full supply chain involved. For our customers, that combination of local manufacturing, technical expertise and access to international innovation is particularly valuable. We can offer the responsiveness of an Irish business alongside the systems, technology and product development capabilities of a major international group.

### 6. Which recent Pipelife developments point towards the future of infrastructure?

One example is our continuing investment in new technology and production improvements to increase the output of PVC ducting and sewer-pipe systems in Cork. These are not glamorous products, but they are fundamental to electricity networks and underground infrastructure. Improving our ability to manufacture them efficiently and consistently is a direct investment in our capacity to support the Irish market.

A second is our investment in multilayer co-extrusion and the adaptation of our manufacturing processes to enable greater use of recycled PVC in suitable products. The technology gives us more flexibility to incorporate recycled material in specific layers, where product design and technical requirements allow, without compromising the quality or performance of the finished product. Our aim is to reduce dependence on virgin materials and support a lower product carbon footprint, with environmental improvements verified rather than assumed. For contractors and infrastructure owners, this offers the prospect of more sustainable material choices without sacrificing durability; for end users, it means infrastructure designed to perform reliably for decades, with fewer replacements, excavations and disruptions.

A third is our development of integrated heating solutions for apartments. It reflects a broader change in our business: instead of simply offering individual products, we are increasingly working with customers to address installation and design challenges. With apartment schemes, efficient heating and the practical use of limited space are both important. Well-designed heat-pump systems can support lower operational carbon emissions when compared with fossil-fuel heating, depending on the building and electricity supply, while giving residents comfortable, efficient heating. Together, these investments demonstrate where we are taking Pipelife Ireland. We are evolving beyond traditional pipe manufacturing into a more innovative, systems and solutions-focused business. We are investing in advanced manufacturing technologies, expanding our capabilities, embracing the circular economy and working to reduce the carbon footprint of our products. At the same time, we are developing solutions that help customers build more efficiently and sustainably. Importantly, we are doing this while continuing to invest in our Irish manufacturing operations, supporting local employment and preparing the business for the opportunities ahead.

### 7. How could collaboration accelerate infrastructure delivery?

I would like to see manufacturers and suppliers involved earlier, before designs and specifications are effectively fixed. We understand what can be manufactured, what lead times are realistic and where an integrated system, a different specification or a more efficient installation approach might save time, materials and cost. That knowledge is most useful at the planning stage, not when a contractor is already under pressure on site.

There also needs to be stronger coordination between the organisations responsible for housing, water, electricity and other infrastructure. A housing programme is only as deliverable as the services connected to it.

The June discussion at Pipelife reinforced an important point for me: resilience is a shared responsibility. Government and infrastructure bodies can provide clearer programmes and earlier engagement; manufacturers like us then have a stronger basis for investing in equipment, stock and people. That is a more effective approach than expecting the supply chain to react at the last minute.

### 8. What will change most in Ireland’s energy or infrastructure landscape over the next five years?

I expect the scale of investment in electricity networks to be one of the biggest changes. The move towards electrification - including transport and heating - alongside new housing and business demand means the grid will have to expand and adapt.

For Pipelife, that is very tangible. We manufacture ducting systems used to protect underground electricity cables, and we are investing in the technology and capacity to support their future demand, so we can see how network investment translates into demand for materials, production capacity and reliable delivery. That investment in innovation and new manufacturing technologies at our Cork facility is improving the efficiency and output of our ducting production while strengthening our capacity to support Ireland’s growing electricity infrastructure requirements. Stronger electricity networks are also an enabler of lower-carbon heating and transport: for households and businesses, that means greater access to electrified technologies, while well-designed, durable ducting helps protect the infrastructure needed to support them over the long term.

The opportunity is significant, but so is the delivery challenge. Grid upgrades need planning, contractors, skilled people and a supply chain that can support a sustained programme of work. My hope is that, five years from now, we will be able to point not just to ambitious investment plans but to a much stronger network actually built.
